What is proposed
In this context, the European Commission has stepped up efforts to support the deployment of cloud-to-edge infrastructure and services in order to:
- Improve the availability of highly reliable and curated cloud and edge services that meet the interests of crucial sectors dealing with sensitive data, such as the public sector.
- Increase the adoption of cloud-to-edge services among public and private entities, as well as in vertical sectors that are lagging behind in cloud adoption, such as the European healthcare sector.
- Reinforce the EU's open strategic autonomy, ensuring that the digital transformation of the economy is based on secure, equitable, inclusive, and resource-efficient infrastructure and services.
"The project consortium's vision is to create a dynamic ecosystem that unites all Cloud and Edge services players, including infrastructure providers, data providers, service integrators, certification agencies and diverse customers from all sectors. Our goal is to empower the EU cloud industry by streamlining current practices and providing EU customers with unprecedented power," says Giovanni Frattini, Chief Technology Officer at Engineering Ingegneria Informatica Spa, project leader.
Of the DOME project for Cloud and Edge services in Europe, the first call of the Digital Europe Program (DIGITAL-2021-CLOUD-AI-01) called for actions to implement and manage a Marketplace for federated cloud-to-edge based services. The DOME project consortium, consisting of 38 members from 14 EU member states, including 11 large enterprises, 23 SMEs, 2 research institutes, 6 nonprofit organizations, and 2 public bodies, was selected, and over the course of 36 months the consortium will implement the following strategic activities:
- Implement the technical infrastructure of the marketplace platform, with a strong focus on the customer, usability, and principles of inclusion and equality;
- Manage the platform in accordance with security, energy and resource efficiency, data protection, ethical standards, and portability requirements;
- Ensure the integration of state-of-the-art identity and access management services on the marketplace platform to support its operations;
- Design a selection/evaluation process for services offered in the market, particularly for sector services in regulated sectors (e.g., health, energy, finance...);
- Implement interconnections with similar markets and service catalogs that already exist in some member states;
- Enable access through a single EU portal to an online catalog of existing cloud-to-edge-based service offerings that comply with a predefined set of EU rules and requirements available in the forthcoming "EU Cloud Rulebook."
- Implement a service brokerage feature to enable transactions between providers and users on the Marketplace; and
- Ensure a vendor-neutral technical architecture and framework.

By meeting the requirements of the EU market, the quality of DOME's service catalog will ensure its reputation in building a brand for trusted information through governance mechanisms and trust-enhanced transactions aligned with Gaia-X specifications.
DOME ensures unbiased competition and strict vendor neutrality in the positioning of services in the marketplace, offering the same business opportunities to all players in a win-win model that is fair and open to anyone who complies with current rules and requirements. This will enable European technology providers to develop new digital services and offer cutting-edge AI-powered solutions to increase and optimize productivity in the public and private sectors.
